Excellent article.
A close reading of the Westmill saga sadly shows that despite all Adam Twine efforts to educate and bring in the local community and the offer of shares to the local community local opposition remained strong. But this does not necessarily weaken the arguments you deploy on the potential longer term importance of this model.
The government's failure to bring together its environmental and social (community empowerment, increasing third sector economic involvement, etc) is one more New Labour missed opportunity - but still not too late to take.
Clear relevance to Vestas factory closure deabte. Further - if we can have cooperatively owned wind turbine companies, why not ditto for manufacturing turbines - particularly if government would guarantee starter orders?
