		<description>Harnessing tidal power (or ocean currents) must be approached with caution.  The big question about sticking turbines in the ocean is who or what gets impacted down stream?  Turbines reduce the power of the current that they have been placed in, thus altering the existing environmetal state.  There is potential for power production from tidal and ocean currents but there is also potential for significant environmental damage.</description>
